2026 PVSC SPRING CLASSIC RULES

 

40th Annual PVSC Spring Classic

April 23-26, 2026 | Pocatello, Idaho

Portneuf Valley Soccer Club


The PVSC Spring Classic is a fun and competitive soccer tournament open to teams from U9-U19. We encourage sportsmanship and an enjoyable experience for players, coaches, referees, and spectators. While honoring the spirit of the game, we expect all participants to show the highest level of sportsmanship and competition. 


This tournament is sanctioned by the Idaho Youth Soccer Association and follows all approved guideless from US Soccer and the FIFA Laws of the Game as well as other governing bodies. Brackets of play included division among a team’s ability based on registered teams and a preference for non-Sunday vs. traditional style tournament play. Medals will be awarded for 1st and 2nd place teams in each division. 


Playing Rules

All games shall be played in accordance with FIFIA Laws, unless otherwise modified by these rules. Nets, flags, and fields will be provided and set up by PVSC. Games will be played in the following locations:

  • Portneuf Wellness Complex/Bannock Fields – 2375 Olympus Dr, Pocatello, ID
  • Hawthorne Park – 1100 West Eldredge, Pocatello, ID


  1. Rosters

Roster size for U9-U10 will have a maximum of 14 players; game rosters will be a maximum of 14 players. 


Roster size for U11+ will be 22 players; game roster size shall be a maximum of 18 players. No player may compete in the tournament in two age groups, on two separate teams, or be registered on two rosters. Any team playing an ineligible player will forfeit their place in the tournament (no refunds will be given). 

Teams are allowed up to 5 guest players from outside of their club. Guest players must have a current/valid player registration card. Guest players may be recreational players provided that they obtain certification comparable to a player registration card and obtain this certification from the same state official that grants player registration cards. 


No team is allowed more than four team officials including coaches, assistant coaches, managers, trainers, etc. who will be allowed in the team area on the sideline. 


The minimum number of players to begin or continue a game shall be 5 players in the U9-U12 age groups and 7 players in the U13-U19 age groups. Teams must be ready to begin at the scheduled time. A forfeit will be declared if a team cannot field the minimum number of players at the start time.


No changes will be allowed to the roster once the freeze date has passed without permission from PVSC. 

  1. Team Match Cards

During the registration process teams will upload player and team official information into GotSport. The official record of the game will be kept on a match card given to the center referee prior to the match. Only those players and coaches/officials listed on the match card, printed by PVSC, will be permitted to participate in the game. 


Each team must be able to provide player passes, guest player passes, and medical releases on request. Player passes will be checked if there are questions regarding the players on the field.


  1. Jerseys/Equipment

The home team will wear light-colored kits. The visiting team will wear dark colored kits. The team in the incorrect color will have to change. Referees have the authority to address situations regarding jerseys as they see fit. Players are required to use appropriately sized shin guards and appropriate soccer cleats. 

Jewelry, with the exception of medical identification items, is not permitted. The following equipment, but not limited to this list, may be deemed unsafe by the referee: head, arm, thigh or hip pads containing sole leather, fiber, metal or any unyielding material, hard casts of any material and knee braces made of hard unyielding material—these must be made safe by applying an appropriate amount of padding. Players using equipment that was deemed unsafe by the referee may be asked to leave the field of play until the issue is remedied.


If any item is in question, players can check for approval for equipment from PVSC. 


  1. Game Play

Before the game begins the HOME TEAM is responsible to have a field marshal identified to the center referee. The field marshal sits at the half line. Field marshals will be given information on who to contact for concerns during the game. Parents and spectators will be on the same sideline as their team, but must be on the other side of the half line of the field.

There is no limit on player substitutions during the game. Substitutions are allowed: prior to a throw-in by the team in passion—if the team chooses to substitute a player both teams may substitute, prior to a goal kick by either team, after a goal is scored by either team. If play is stopped due to injury, the injured player may be substituted. If a player is issued a yellow card, the player may be substituted. Substitutions happen at the discretion of the center referee. 


Buildout lines will be used in the U9 and U10 age groups. During a goal kick or when the keeper has the ball in their hands during play, the opposing team must move behind the build out line until the ball is put into play. The keeper can pass, throw, or roll the ball into play (punts and kicks are not allowed).  After the ball is put into play by the goalkeeper, the opposing team can cross the build out line and play resumes as normal. The ball is in play once it is released from the goalkeeper’s hands. The goalkeeper can put the ball into play sooner, but (s)he does so accepting the positioning of the opponents and the consequences of how play resumes. The build out line will also be used to denote where offside offenses can be called. 


Heading the ball and slide tackling are not permitted for U9/U10 games. 


  1. Weather

PVSC has full discretion due to weather or other unforeseen circumstances. In the case of lightning PVSC will suspend play for up to 30 minutes while teams, officials, referees, and spectators move to an area of safety (i.e. vehicles). In the event that a game is abandoned due to inclement weather, the following procedures will be followed: 

  • If the game had at least reached half time then the score stands as is. 
  • If the game had not reached half but one team was 3 or more goals ahead then the score stands as is. 
  • If the game had not reached half and there was less than a 3-goal difference then kicks from the mark will determine the winner and a 1-0 score will be recorded. Any game rostered player can participate in the kicks from the mark. Should either time, light or severe weather prevent the shootout from taking place, then the game will be declared a tie. If this occurs in a championship round then PVSC will determine the procedure as conditions permit. 
  • If severe weather results in some games not being able to even start due to time constraints, then the tournament committee will have full discretion over determining a result.

  1. Brackets/Point Systems

The number of entrants will determine the group allocations. 

Round robin points will be determined as follows:

  • 6 points for a win
  • 3 points for a tie
  • 0 points for a loss in 
  • 1 point for a shutout (including 0-0 matches)
  • 1 point for each goal scored, not to exceed 3 per game
  • The greatest maximum points per game is 10

In the event of a forfeit, the team forfeited against will be awarded 7 points or the average of points earned in games played, whichever is greater. The forfeiting team may be disqualified by PVSC from further competition in the tournament.


During round robin/bracket play ties will stand. If tied at the end of regulation, the winner will be decided by FIFA Penalty Shoot Out, also known as kicks from the penalty mark. No overtime will be played. 

When teams are tied on points, the following tiebreakers will be applied: 

  1. Results of head-to-head competition within the Round. 
  2. The cumulative difference between goals scored and goals allowed within the Round with a maximum difference of four (4) goals per game.   
  3. The least number of goals allowed within the Round (max 4 per game).   
  4. The most goals scored within the round (Max 4 per game). For a team with forfeit wins, goals scored in forfeited games shall be equal to its average goals allowed in its other games within the Round. 
  5. Kicks from the Penalty Mark    

In the case of a three-way tie, once the first team is eliminated using the above criteria, then the remaining two teams will start the process again from the beginning of the tie- breaker criteria starting at 1.

If FIFA penalty kicks must be taken in a three-way tie, there will be a draw by IYSA with at least two impartial witnesses. The first team drawn will receive a bye. The next team drawn will be the home team against the remaining team in the first contest of PK’S. The winner of the first contest will then compete against the bye team in PK’S to determine the group winner. The bye team will be the home team. This is only used if there are more than two (2) teams tied after going through the Tie Breakers.


Breach of Rules


Unsportsmanlike behavior, by participants or spectators, including abusive behavior toward referees or opponents will not be tolerated.

  1. Send Off

Any player shown a red card and sent off the field must remain in the team bench area until the conclusion of the game. Their player card must be surrendered to the center referee and they may not play in the team’s next scheduled match in the tournament. If a sent off player continues to be disruptive to anyone in the bench area, the field marshal will notify PVSC and the player will be escorted to headquarters with coach/assistant coach/team manager or parents to review the incident. PVSC may increase the suspension upon review of the incident. PVSC has the right to modify and change the sendoff policy/rule at any time during the competition. If a sent off player continues to show abusive/egregious unsportsmanlike behavior the team will forfeit the game. 


Coaches are responsible for the behavior of their spectators and they can be sanctioned with cards from the center referee if abusive sideline behavior is deemed grossly inappropriate. Please review this policy with your team’s spectators before the tournament begins. Should a team official (i.e. coaches, assistant coaches, team managers listed on the team roster) be ejected from a game by being shown a red card, they must immediately leave the vicinity and must not be able to be seen or heard by the referee crew. Their team “player” card must be turned over to the center referee. The field marshal will notify PVSC of any ejection of a team official. The sanctioned team official will not be allowed to attend the team’s next scheduled match in the tournament. If a sent off coach tries to return to the game, or attend the next game, and in any way attempts to participate in the game, the team will automatically forfeit the game. PVSC reserves the right to not allow spectators to watch games if abusive behavior has been reported. 


PVSC will review all red cards and will have the ability to recommend further sanctions on any disciplinary action. 


Decisions made by PVSC based on breach of rules are final. No protests will be accepted. 


If a referee terminates a game for reasons other than weather or field conditions, PVSC will decide the result of the game. 


  1. Game Safety/Etiquette 


WEAPONS OF ANY KIND ARE PROHIBITED AND WILL RESULT IN IMMEDIATE DISMISSAL OF A TEAM FROM THE TOURNAMENT.  


*Dogs are not allowed in any area used for the tournament. Violators will be asked to leave. Please contact PVSC prior to the start of the tournament regarding officially trained and certified service animals. 

*Noise-making devices including drums, horns, cowbells, and other devices are not allowed. 

*Drones of any kind are not allowed at games sites without a proper permit and prior permission from PVSC. Drones can not be flown at any time over the top of people. 

*Climbing on goals, fences, or any equipment on the tournament grounds is prohibited. Bicycles must remain at the facilities perimeter.  

*Use of alcoholic beverages, smoking, or vaping is not allowed. 


Medical help will be at all locations used for the tournament. Field marshals will have access to contact information for the nearest medical station. Players who are suspected to have a concussion must be evaluated by the individuals at the medical stations. If diagnosed with a concussion, players must receive a formal medical release before returning to play. 


Protests and Appeals


Protests must be made in writing within one hour of the completion of the game and submitted to the tournament headquarters. Protests must include sufficient detail, name/contact information of the protestor, and game information including age group/coach information/club information/field location/time of game. PVSC shall hear all protests and appeals arising from the competition and a committee of three members from PVSC that can include the club president, board members, certified referee assignor, and/or PVSC staff members shall serve as a discipline committee and as a credentials committee, if necessary. Decisions of the Committee shall be final and binding and cannot be appealed. 


Please be advised:

  • A plea of ignorance to the rules and policies is not sufficient grounds for protest.
  • Any protest relating to “judgment calls” by the referee is not sufficient grounds for appeal or protest.


US Youth Soccer Bylaw 704, Section 1 states that, “No member of US Youth Soccer, official, league, club, team, player, coach, administrator, or referee may invoke the aid of the courts of the United States or of a state without first exhausting all available remedies within the appropriate soccer organizations, and as provided within US Youth Soccer.”
